Twelve billion dollars of the American Recovery and Reinvestment Act of 2009 (ARRA) funding for education are earmarked to support activities under the Individuals with Disabilities Education Act (IDEA). This is a one-time opportunity to assist students with special needs, including those with disabilities, reading difficulties and those students who fall under Section 504. Santillana USA Publishing offers both product and service solutions to address the needs of children with special needs, particularly English Language Learners (ELLs) referred to special education due to inadequate or low performance in reading. This is of special importance, as 56% of all ELLs referred to special education nationwide are referred for reading difficulties.

- Help address the needs of ELLs in special education programs, specifically those referred due to reading difficulties

- Include high-quality academic assessments to monitor progress
- Include opportunities for parents to participate in the education of their children
As an additional support to schools and districts, Santillana USA offers professional development opportunities that impact the quality of instruction of teachers, special education teachers, administrators and parents; and that introduce preventive, programmatic classroom strategies, such as Response to Intervention (RtI), to reduce the overrepresentation of ELLs in special education programs.
